I tried rebuilding the usergroup cache and reset the attachment settings, would you mind trying one last time? If it doesn't work try logging out then back in.

Try clearing your cache, I just set @dan as a TBC Developer to see if he could and it shows for him, also could you tell me what OS/Browser you're on?
